In regards to your illustration, it already weights too much as is, adding heavier 'Velkov mechanical wings' and a 'Kjell fan flapper wing' is not the solution.

Perhaps something more elegant would work such as my illustrations below.
(Forum members keep in mind this is for a Vtol ornithopter that weighs over 500 grams, not a 20 gram ornithopter).

Also some alternate form of main wing control is needed. (Wing warp, fuselage weight shifting, sliding wing spar weights have all been tryed with no positive control).
